تبیین الگوی اخلاق سیاسی مدیران در نظام اسلامی مبتنی بر نهج البلاغه

چکیده

پرسش از اخلاق در ساحت سیاست، یکی از اساسیترین پرسشهایی است که با شکلگیری انقلاب اسلامی در اندیشه سیاسی معاصر ایران مطرح شده است و مؤلفههای حاصل از پاسخ به این پرسش مهم‌ترین شاخصی است که به کمک آن مدیران سیاسی را میتوان در دورههای مختلف مورد قضاوت قرار داد. در چنین شرایطی نیازمند شناخت واقعبینانه از دو مقوله اخلاق و سیاست، با در نظر گرفتن عناصر زمان، مکان و اوضاع سیاسی-اجتماعی هستیم به‌طوری‌که مفاهیم اخلاقی کمک کند تا ضرورت وجود ارزشها به دستورهای آمرانه و تکالیف اجباری نینجامند و با توجه به نیازهای موجه از سوی مردم پذیرفته شوند و از سوی دیگر منجر به پایبندی دولت به رعایت مسائل اخلاقی گردد. چراکه دولتی که قواعد اخلاقی را زیر پا می‌گذارد، قوانین حقوقی را نیز رعایت نخواهد کرد. لذا در این پژوهش تلاش شد تا با واکاوی رابطه اخلاق و سیاست در حکمرانی اسلامی و همچنین مرور الزامات آن در سیره ائمه، شاخص‌های اخلاق سیاسی مدیران در سیره امیرالمؤمنین علی (علیه‌السلام) مبتنی بر روش تحلیل مضمون از نهج‌البلاغه استخراج گردد. نتایج بیانگر آن بود که این مؤلفه‌ها در قالب دو محور بینشی (11 شاخص) و رفتاری (14 شاخص) قابل تدقیق است.

The question of ethics in the field of politics is one of the most fundamental questions that has been raised in the political thought of Iran with the formation of the Islamic Revolution. The answer to this question are indicators that can be used to evaluate political managers in different periods. Therefore, we need a realistic understanding of the two concepts of ethics and politics, given the time, place and socio-political situation, so that these ethical concepts help to ensure that the necessity of values does not lead to coercive orders and is accepted by the people according to real needs. On the other hand, it leads to the government's adherence to ethical issues. Because a government that violates the rules of ethics will not follow the rules of law.

Therefore, in this study, by carefully analyzing the relationship between ethics and politics in Islamic governance and also reviewing the requirements and necessities of this relationship in the life of Imams and religious leaders, the indicators of political ethics of managers in the life of Amir al-Mu'minin Ali (PBUH) based on analysis method The theme should be extracted from Nahj al-Balaghah. The results showed that these components can be examined in the form of two axes of vision (11 indicators) and behavioral (14 indicators).
